The i5 4690k is a really great go-to CPU. An i7 will give you little to no improvements in gaming. But, in video rendering, etc, the i7 will be better.

I doubt you would see much difference between an I7-4790K or I5-4690k or an X99 enthusiast. It would be more your GPU choice that would limit your FPS at that level.

My 680 can run GTA:V fine at 1080p, the 960 should as well but get the 4gb model.

My Titan X maxes everything out even at 4K!

Source based games will run even on a potato. So a i5-4460 would be the sweet spot for any game including GTA V. Although if you got the money go with a 4690k and overclock the guy.
