Help me with my first build

Hello everybody and welcome. So I want to start making applications for android and other programming things like websites, and desktop applications. I currently have a cheap compaq PC with a Intel Atom CPU, 2GB of ram its all in on, it's not so powerful but works.

I was wondering if you could help me create a entry level build that will work for graphic designing, web programming, android application programming, desktop app programming and those kind of stuff. My budget is currently $500 I have a Mouse, keyboard, and a display.

Any tips are welcome Android tutorials also welcome!

If u r going to do graphics designing u r gonna need more cores, means in low budget you have to go for amd system
