Firstly, change out the PSU for a higher quality unit, that unit is basically a 400W PSU. I'm sure you can get Intel + small SSD for $490 excl. card, and the 960 4GB is not good value either. Try out an R9 290 which will eat it for breakfast or the R9 280X even.

 

How much did you find the card for?

Neither. If you're going to get an Nvidia card, then there's no point going with an ATX system if you cannot ever use SLI. If you go with an AMD GPU, then you'd want a beefy PSU for future Xfire. As far as Intel vs AMD CPUs go, for straight gaming Intel errday, but if you want to do some more CPU bound tasks it's hard to beat the value of the AMD 8 core CPUs. Intel beats AMD in the CPU bound tasks too with their hyperthreaded quadcores, but the value diminishes considering the price difference between the two.

Why $490? That's the strangest budget I've ever seen.

 

That PSU is practically a potato. Swap it out for a better unit.

 

as @AliveGhost13 said, 290, or 280X. Preferably 280X seeing it's more budget-friendly.

I can only find R9 280x Sapphire, XFX and HIS cards near that price range. Does it matter which brand to choose?

My friend is not going for SLI in the foreseeable future. So i think MATX is enough for him.

Coz I live in HongKong, i got my budget and transferred it in to us dollars.

Can u recommand any PSU? ( since it is hitting the max, i think he can only afford bronze ones.)

I am serious. That Xeon is far superior to any i5. It is basicaly i7 without integrated graphics.. and I managed to fit it in your budget so why not?

 

But if you must chose from those 2 builds you posted then that one with i5.

Why using Xeon shouldnt be right?

Just because i3, i5, i7 are generaly more common doesent mean they are better. If you dont plan to OC then Xeon is very viable option especialy at this price point. 

This Xeon E3 1231 V3 = i7 4770 in terms of performance

If your retailer doesent have it then that is shame.

I would get Z97 if you can, broad well support as well as fast ram and over locking support
