Neither. The EVO is overrated, the NH-U9B is 92mm.

 

For the price, get a Cryorig H5 or a be quiet! Pure Rock/Shadow Rock 2.

Either would be fine. The NH-U9B is quieter but the 212 Evo performs better. 

I'd suggest the Pure Rock instead as it performs similarly to the 212 Evo while being much quieter: http://pcpartpicker.com/part/be-quiet-cpu-cooler-bk009
