Lowest "I just need something to plug my monitor into" - hd 5450 or GT210
Lowest "superminimum id never recommend this for anyone who play everyday" - R7 250x or GT 740
Low - R7 260x/265 or GTX 750ti
Mid - R9 280/x/285 or GTX 960
High - R9 290/x or GTX 970
Highest - R9 295x2 or GTX 980/Titan X

All their prices are outdated and are in USD from select retailers. 

As there was no budget given, it makes no sense to not list all gpus.

 

If he just needs something to connect a dvi cable to, he might as well buy the cheapest graphics card with a dvi connection.

 

If he is looking for actual value/money, this chard provides a good reference in relation to various price ranges.

A 960 or 270X with a price range of $200-250? That's just dumb.

That was a mistake of mine due to currency conversion, I corrected my self right after posting that to 150-200.

Nor did he say NEW or used...that's a huge difference. What you can get used Is FAR greater than NEW.

 

New...best card for the money would have to be the R290. I boycott the 970. However past NV cards are still cool in my book. 770, 780, 780ti.

best budget card is probably the 750ti. ive seen them as low as 140$ and you can game 1080 p 60 fps on most titles fine. i dont know if it has support for directx 12 so if thats something that matters to you try the 960 for about 50 bucks more

Not really. While the 750ti is a very good card and I would not hesitate to recommend it, there are better cards when you want to get the most out of your money. Granted you might have to wait for find a good deal on a refurbished or open box, but those deals are definitly out there.

Also, the 750ti does a fine job on performance but in no occassion would I call it a 1080 card for 60fps. It is more of an entry level card for 1080 giving you the minimum playable framerates at decent settings. If the goal is 1080/60fps, the 750ti should definitely be skipped and the 960/270 should be used instead.
