So after my deranged rant, I saw MSI, Asus, i think EVGA and Gigabyte as well announce 4GB models for the GTX 960

Not worth it. 4GB ram with a 128bit bus is pointless and ludicrous, you'd be better getting an R9 280.

Oh it will happen again. 550Ti, 660, 660Ti had 0.5GB slow partitions, people complained, nothing happened. At this point, its a staple design for Nvidia to get moar Ram.

The extra ram is added by 3rd party vendors, it's not the reference pcb.

Get a 290, it's around the same price point (I think, the prices change so much for that dam card) then you get 4gb and better than 960 performance.
