This is not necessarily related to degrading performance, but you could download parkcontrol from here https://bitsum.com/parkcontrol/and run the program and disable Parking AC and Parking DC like in the picture below, and leave Frequency scaling alone. Hit apply and your current windows power profile will have core parking disabled. Works great with AMD cpu's, and also with Intel cpu's that use hyper-threading.
