They are good fans either way.

It would help to list where the fans are being used.

What would the weight of the fan matter?

Budget 50$

Need of 4 sp optimised fans or air flow fans with good enough static pressure

Fans should not be too heavy

Phanteks PH-F140SP or PH-F120SP. <$15 each regular price, fairly regular $5 rebate every few weeks, decent turnaround time on rebate. If you stagger your purchases, they come out to $10 each.

EDIT: Just saw your post about trying to make a hovercraft. I don't think these have high enough of an RPM. You'll probably have a better shot with the performance edition Corsair SP 120 fans. You can take the plastic rings and rubber bits off. Though not many people have compared the weights of fans. Just avoid ones with large hubs and excessive material (like Scythe GentleTyphoons or Silverstone Air Penetrators).

Titan: Intel Core i7-5820K | ASUS X99-A | Crucial Ballistix Sport 4x4GB DDR4-2400 | ASUS Strix GeForce GTX 970 | OCZ Arc 100 2x256GB in RAID 0 | Seagate Barracuda 2x2TB in RAID 1

EVGA SuperNOVA 750 G2 | Fractal Design Define R5 Titanium Window | Phanteks PH-TC14PE | ASUS BW-12B1ST

I love the penetrators.

But yeah, extra weight.

Get deltas for max air

Get deltas for max air

Except they're $30+ each new. Though there are used deltas for ~$15 if you're lucky. They're a bit heavier than regular consumer cans, but since they're industrial fans, they tend to be a LOT more powerful.
