No mate it should be always 4k, and when i play games he dont go up, he stays always on 1399, ive seen ppl on the internet with him on stock doing nothing on 4k core speed. All ppl i have seen is 4k on stock doing nothing on windows xD

First of it's a processor and not a guy.

Second: Check bios settings and check cpu load + temperature.

Third: I am pretty sure 8320-8350 goes from 3800 or 3900 up to 4 thousand something. It's ranging from something to something, that's how turbo boost works :P

Fourth: That voltage is pretty low, is it always like that?

I think 1.2 or something under is normal so that seems lower than usual to me.

that or your bios have a problem and could not load the proper setting on boot and activate a "safe mode", reset your bios to default settings, or your mobo vrm's are in pain.

It's idle, check again and while at it keep moving mouse fast, it will jump.

disable cool N quiet in the bios.

can mostly be found in the CPU configuration section.

Yes the voltage is always like that sir.

Do you have default settings in bios? 

If not you should switch back to normal/default and then try again. 

 

(Remember to keep the ram on it's right frequency too)

turning the cpu speed to 1.3GHz on idle, is exactly what cool n quiet does.

Its a powersaving feuture.

Cool and quiet doesn't not just turn the clock speed down to (exactly) 1.3 ghz on idle.

I have cool'n quiet almost all the time on but I never have that problem.

 

It seems like you have no idea what it means the way you were describing it ..

And I have already written that it reduces processor power aka downclocks when it is under non heavy work load(s).

If he disabled cool n quiet, then the cpu will run on its stock speeds of 4.0GHz on idle, and turbo´s upto 4.2Ghz on load, if AMD turbo core is enabled.

 

Just check "op´s" printscreen.

 

According to his printscreen its totaly normal the way it shows up there.

Disabling cool n quiet will solve this.

Next to that, he can also set the CPU/NB voltage to manual mode, and set a static number if he likes to.

 

I have a FX8350 more then 2 years, i wouldnt start a battle ;)

The cool n quiet does not downclock to exactly anything. 

If you have any proof you should provide it instead of just acting like this.

I haven't seen any proof of anything you've been saying yet and I haven't seen anyone or anything else saying that cool n quiet downclocks to an exact number, I am fairly sure that you are making this up.

You do know that they design it so it's supposed to be able to run at stock speeds with default settings like cool n quiet combined with AMD turbo core enabled?

And like 90% of the time (at least) it works like this.

Just admit it, you want to keyboard fight me so you can (try to prove) that you are right/superior :-)
