You know what OP don't let anyone tell you that you can't be happy with a POS headset.  I use one for Xbox 360 and it is just fine.  I have a much better one for PC and it is so heavy and such a pain in the *** to hook up I never even use it nor does my son.  In regards to a $15 headset for pc I will take a look now and edit this message with a recommendation if I can find one.

You are not going to find anything remotely "decent" in full sized headphones at $15 from what I know, but these are good ear buds, I have them. If you need one for communication. I wouldn't even know what to recommend.

I've owned these http://www.newegg.com/Product/Product.aspx?Item=N82E16826193037and they worked great. Mic was ok, audio while gaming was ok, comfort was ok (i could use them for a few hours no problem). Now dont get me wrong, these arent going to be better than Hyper Cloud's or highend headphones. But at this price these are very good :)

PC Audio Setup = Beyerdynamic DT 770 pro 80 ohm and Sennheiser pc37x (also for xbox) hooked up to Schiit Fulla 3

If you want a cheap but good headset i recommend Logitech livechat series but finding one for under $20 will be hard.

A water-cooled mid-tier gaming PC.
