You mean that they are to low ? The CPU is idleing so its using less Voltage ?

Well, the load doesn't go over 10% either. Completely normal. Run some benchmarking or even stress test if you have aftermarket cooler. It's Intel Speed Step (or something like that), a power saving feature, which downclocks while system isn't using that much resources. You see that clock speed is also at 800MHz (0.8GHz).

Well I can't get the hyper 212 evo because that wont fit in my case. Any other recommendations?

You can run it fine with just stock cooler. Its just not recommended to run stress tests with stock cooler since they tend to bring really high temps. There are many low profile coolers that can fit if your case has height issues. Or maybe some 92mm tower cooler. I can recommend Noctuas stuff.
