Hi!
So I buy new case + fan. Nothing special. Cooler Master K380 and some Deepcool fan.
I put it in side panel (with window). Turn on PC and it is SO loud. Looks like it runs too fast, so I check speed and it is ~1330.
No matter what i do.. in BIOS or in SpeedFan, it just doesn't slow down. Changed connector on mobo, still nothing.
May be I'm doing something wrong?

or buy 100-200 Ohm resistor rated for at least 2W, cut fan wire, solder resistor, isolate, good to go.

But it depends on fan type.

As much as I'm for DIY, I'm going to say that a low noise adapter would be more elegant.

3 pin fan. Did put it in 3pin pwr-fan1 1st. Then in 4 pin cha-fan1 Asrock A75M-HVS

 

You're motherboard might not support fan control by voltage.

 

Four pin fans (PWM fans) carry a signal to/from the motherboard that the motherboard uses to regulate the fan speed. You might find that replacing it with a four-pin fan will solve your problem.

Manual says that mobo should have some soft of control for it. Since its 3pin only, you are already limited to voltage control which in most mobos means either full 12V or half at 7V. Reading between the lines, it indeed seems as @GuruMeditationError says and the mobo doesn't have voltage control support.
