look at system processes

 

and windows uses about 2GB of ram normally so i dont see what the problem is...did you expect it to run on 0 ram?

I actually have 2 desktops next to each other, so I KNOW that it can go below 2GB because the other is running at 1.12GB with an application running.  And I have looked at system processes hence the "most processes closed out"

maybe because that PC is using windows 7 32 bit?

 

and there are tons of system processes which your OS needs running, so if you closed those you probably did something very very wrong.

Nope, I built both these computers.  Both have Windows 7 64 bit.  I do know the essential processes for windows, which are not the ones I closed out.

 

Just for the record, I wouldn't go online for this if it wasn't something abnormal.  I do know my way around a PC pretty well.

Please upload an image of your task manager listing all process, It would help alot, and as @Enderman was saying, yes Windows 7 64-Bit (/w Aero) or Windows 8/8.1 64-Bit can use upto 2GB of RAM, but not always, Also do not close system process unless you know you need too, otherwise you will cause instabilities

are both the same spec? Some windows processes are set to use a % of your RAM so will use more if you have more my PC has 16GB and idles at approx 3GB (chrome is open so i can post this) usage my laptop has 8GB and is currently sitting at 2.4GB and its doing things.
