If you're not doing gaming I suggest you look into an Intel i3 4130 with an H81, B85, H87, H97 motherboard. It has integrated graphics so you wouldn't need to buy a separate graphics card. AMD's A8 and A10 CPUs on the FM2+ socket also have solid on-board graphics but are a bit slower than the i3.

I would highly suggest an AMD APU, they are great desktop parts for the money and you can pick up FM2 motherboards for dirt cheap. And it would mean you don't need to spend on a GPU.

not sure if it's still cheap but the amd fx6300 is an awesome cpu for the money. 6 cores and overclockable if you wish to be more than average!

At that budget, do not buy new components. Go used, at least for mobo, CPU and RAM. First generation i5/i7 unlocked or locked Sandy Bridge should be your target, and will get you more bang for the buck. Or settle for a new FX-6300 but performance will be less and more expensive.
