Yes and maybe.

'Old' GPU's will get cheaper when newer ones come out, but not by a whole lot

When r9 380x is out, will r9 280 sapphire drop in price range of the 270x?

Considering that AMD should still have a pretty large stock of high end GPU's (because of overproduction based on Bitcoin mining hype) they're probably gonna try to get rid of it. Only way to do that is to lower the price i'd assume.

when the new series is released, the older gpus become harder to find and therefore usually expensive after the supply from retailers runs out

take a look at this: the 6970 is nearly 3 gens old and take a look at how much people want for it: http://www.amazon.com/dp/B004GCIZ5A/?tag=pcpapi-20

I would hope that AMD comes out with a 384bit Tonga GPU to replace the 280/280x (because the 285 is just a tech demo with no performance gains).

Otherwise if the 280x is still in production, they will probably stay above 200 dollars.

With the stagnant performance increases of the whole processor industry, I would expect AMD to sit where the moneys good and the costs are low. the 960 just cemented the 280x in a good spot for a while, so I have my doubts on another price drop.

If the 380X turns out as rumors expected, it would totally outclass everything in the ~$200 range.

There wouldn't be a reason to lower the price of those mid range cards.

200 US Dollars is just how much i'm expecting GPU to be after release..

280 and 290x will likely be EOL and will no longer be produced I mean they are based in tech that is 3+ years old by now. It is more likely a new mid range card will take up the slack, some think a change to a 285 makes sense as it is a newer chip.

Anyhow if you want just buy them second hand, 280x and 7970Ghz (same cards in fact some 7970Ghz are faster) sell for between 120-150 euros second hand with warranties.

it almost even looks like prices drop before the release. all the online merchants want to get rid of the old stuff. many stop selling them shortly after the release of the newer generation. thats at least how it is in germany. jsut have your eyes peeled around the time of release.

who cares...
