Can a weak Power supply cause performance issues

I have a overclocked 1055t at 3.95 and 280x and i use 650 power supply. When im playing a game there is slow down after about an hour. To make things clear all components are cooled good. My case is cooler master haf xb with two fans as intake and one as exhaust for the cpu i use cooler master tpc 800 with two fans.My psu gets  enough air from below because i  have risen my case a little. Any thoughts?

650watts is plenty more than you need for that set up

Download MSI afterburner and monitor your CPU/GPu temps in there

 

You saying it's adequately cooled counts for absolutely nothing

You aren't getting thermal throttling are you?
