......This isn't Windows 8.1 32-bit is it?

 

If not, then check your IGP (integrated graphics) is disabled, but if you have 10GB installed, it looks like a 32-bit OS....

Essentially its only able to address a 32-bit memory space which is 4GB (3.8GB of system memory + 200MB of video memory)

 

Edit: just saw your DXDIAG. Maybe just double check its not assigned to your IGP in the BIOS.

No man it's not 32BIT, this recently just happened. One day I turned on my PC, and it started to come to a halt. So I went to check how much ram I had in, and it only showed 3.8 was usable.

What do you mean you can only use 3.8 gigabytes? Elaborate please.

More screenshots would be handy.

Also do you run a setup with an IGPU or APU?

Reset your BIOS, and reseat your memory.

If it still doesnt register it all, try downclocking it (e.g if its 1866Mhz bring it down to 1600Mhz) in BIOS. and then see if it registers it.

His DxDiag shows 10GB installed and Windows 8.1 64-Bit.

His First screenshot shows only 3.8GB Useable, which is what Windows has registered as addressable memory.

do you have 2 x 4GB sticks, and 2 x 1GB sticks? its possible that the ram needs to be rearranged so that the 4GB sticks are in one channel, and the 1GB sticks are in another, or vice versa.
