So it does bother you :P And what is your monitor? Did you overclock any of your hardware that could have caused artifacting?

I'm using an benq 1080p monitor non of my hardware is over clocked and I'm using Intel's 4600 graphics if that is any help

My speakers dont even fit on or under my desk...PA's FTW

So, if you are encountering red dots in DX11/10 mode, you’ll have to set both AA and AF – in Nvidia’s Control Panel – to ‘Application Controlled Mode’. If, on the other hand, you’re encountering some awful black character textures in DX9 mode, all you have to do is set the Negative LOD Bias setting – again in Nvidia’s Control Panel – to ‘Allow’. These settings are essential so make sure you’ve made those changes to Saints Row: The Third’s profile before running the game.

So to fix red artifacts in DX11/10 mode , set Anti-Aliasing and Anisotropic Filter to "application controlled" in the Nvidia Control Panel.
To do that just basicaly right click on your desktop and open up "Nvidia Control Panel"
In Nvidia Control Panel to the top left choose "Manage 3D settings"
For "Global Settings Tab" make sure those two things mentiond AA and AF are set to application controlled
For "Program Settings Tab" , find Saints Row The Thirds profile or add in the games executable (exe) if its not there, and again set AA and AF to application controlled.
 
See if that works

Intel graphics has a control panel with that sort of stuff doesn't it?? In the bottom right where the internet connection ect is displayed.
