best win 8 tablet or hybrid

hey there, im looking to buy a windows 8 tablet or hybrid and i was wondering if anybody can tell me what the best one is or what's the most powerful. im hoping to to some photoshop work on it and heavy web browsing. also at this point my budget is about $1500 is there even a tablet that can handle that? if so I would greatly appreciate it if someone could recommend me one. thanks.
