What to do when certain programs are constantly not responding?

Utorrent, Itunes, Photoshop, Rainmeter, Razer Synapse, and windows constantly not responds when ever i download something as "save as" to select a location this is what i mean :

 

These programs constantly freeze and crash and its driving me crazy, and i was wondering is there anyway to fix this annoying crap.

Windows may be slightly corrupted but not enough to cause bsod.

with a windows CD, does corrupt OS only effect some programs? because outside of the list i mentioned everything else is perfect.

Open an administrator level command prompt and type in sfc /scannow

Also Firefox is always like that with the not responding stuff if that happens to you.
