PCIE 3.0 improves Overclocking?

Hello,
Simple question, PCIe 3.0 because of the higher power capability it has, does it help cards with high voltages/watts?
Also, if I get a 4790k with a maximus vii formula, will it provide more hedroom?
All PCIe generations provide the same amount of maximum power. The only thing PCIe 3.0 does is provide more bandwidth to the expansion cards.
