Good Cooler for FX 8350 to get to 4.5-4.6Ghz?

My buddy with a standard 8350 (with stock cooler) is wanting to overclock his chip to 4.5ghz. I'm no expert on cooling in general to be honest. Whats a good air cooler? Under $100USD would be great.

Specs:  CPU- AMD FX 8320 @ 3.5Ghz Cooler: Hyper 212 Evo Motherboard: GIGABYTE GA-990FXA-UD3 GPU -EVGA GeForce GTX 970 4GB Superclocked  RAM- 16GB 1600MHz (4x4)  HD- Western Digital Blue Hard Drive 1TB  PSU - Corsair CX 750M Case: Corsair 300R OS-  Windows 7 Home Premium 64 bit Mouse: Razer Deathadder 2013 Keyboard: Razer Blackwidow Ultimate Edition 2013

I use the Hyper 212 Evo and I couldn't get to 4.3Ghz.... Unless he wins the silicon lottery...

I'm using a D15 and 9370. I only use air coolers because of the pump failure/liquid spilling paranoia.

What you should be able to get to that on stock voltage. You must be very unlucky.

Thats too bad, I really like that cooler. Also I thought logan did achieve 4.5 with this one on a fx8350, but now i think it must have been an i5 or something..

I'm pretty sure I'm below stock voltage. 1.350v is what runs 3.5Ghz 8320. My bios is currently set to 1.325 ;). Can't be bothered to go farther. I got blue screen on 4.3 and 4.4 on my current voltage.
