FPS Problems with mid (or high?) end hardware

So, LTT has pretty much helped me with every other question I've had, so I think it's about time to tackle my last problem: FPS.
 
With most of my games I play running at 60FPS, I never really complained, however I also don't play with maxed out settings. If I toss something on max, the FPS generally does not go above 40-50. While this is playable, it's very bothersome when you're used to 60-100FPS. I thought it was fine until the release of Linus' 4K Budget build. Not only does he get better FPS at higher settings, he does it all on 4K.
 
Now the games I play most are League of Legends, CS:GO, TF2, Osu!, Borderlands, Warframe, Age of Empires 2: HD/3 (serious problems on 3), and Dark Souls.
 
In League of Legends, I have everything on high with shadows off. I love the shadows, but with them on I usually get around 40-50 fps depending on what is going on. In CS:GO, I have everything on medium and get 50FPS or so, TF2 I get 60FPS but a similar case as I have to turn down a setting or two. Osu! doesn't matter, I get constant 240FPS, Warframe fluctuates between 30-60 with a setting or two reduced (again depending on the scene), AoE 3 gets good fps as long as I do not move the camera around. The moment I move the camera around I get really, really choppy frames, and it usually makes the difference between the victory or loss of a key battle. Dark souls everyone has fps problems for so ignore it.

 

My specs that matter are my GPU, CPU, and RAM I assume.

 

GPU: R9 280x Toxic | 1200/1640 and fans are usually around 70-80%, it runs nice and cool

CPU: AMD A10-6800k APU 4.4GHz | Corsair H100i | Generally 60C-80C is what HWMoniter usually says

RAM: AMD Performence Series 8GB 1600MHz

Monitor: LG Flatron 1680x1050

 

Any idea why I'm not getting the same FPS he is, or am I expecting too much from a 280x?

Your CPU is too weak, you need to upgrade it.

Check GPU and CPU usage while playing. Probably the cpu is bottlenecking

 

I agree. 

The cpu is 100% the problem

You should be getting more than ~200fps in cs go

Do you run the APU and CPU in crossfire ? if not so, try running them in crossfire and if that doesn't solve the problem get a new CPU.

sweet spot value wise is i5 44xx with h81 board or z97 board if you would plan to upgrade further.

What about with a sorta tight budget? My current monitor is going to die soon, but I've got a backup 1280x1024 (ew) so that's not so bad. I have a total budget of like $200, and can maybe squeeze another $50 more.

ASrock parts are pretty good these days.

Maybe some damaged boards here in there, but the same goes for gigabyte, msi, asus and evga.

it really depends on the actual model, some models from top tier brands suck dick.

for the price asrock is great.
