How does it compare to a 4790k? 

E3 xeons with HT are basically slower i7's with advertised 24/7 stability.

Edit: Oh and some other features for VM's, ecc memory, etc.

XEON E3-1231v3, -100MHz base clock, -200MHz boost clock, no overclocking, no iGPU, 60 bucks cheaper

well, technically youre right :D. I thought he meant in terms of value, otherwise he could have just looked at newegg 1150 cpus and filter by price.
