Gigabyte GA-970A-D3P does this motherboard support pcie 3.0 and suitable for a r9 280x 

no motherboards for amd cpus feature pci-e 3.0, that is just not part of the cpu and chipset architecture. However any modern day gpu, like the 280x, will run fine and without bottlenecks in it.

It will throttle on FX6 and 8 processors though, even at stock speeds.  You need at least 6+2 VRM phase design, that motherboard is 4+1.  It is not built for FX processors.
