System on a Chip - basically means most electronics required to run a system are inside one chip..

Didn't they already have this type of thing with ARM Processors and stuff? Like a Tegra 3/4?

 

And I think Intel made some too for their Atom Stuffs, which should be the x86 kind

OP's title is a bit misleading. It's actually the first SoC with Jaguar cores.

There is no 4 core version of the Intel Atom by the way, only a dual core model with HyperThreading.

How is that thing SoC? I see a whole freaking motherboard, is there no components on the board?

 

This looks more like the first QuadCore SoC system, it fits in your hand!
