So.. I got a 4670k and 2x HIS R9 280x @1050mhz stock with a Seasonic M12II 750w EVO PSU, just want to clarify before I fry my beloved gaming rig, can I do heavy OC on both CPU and dual GPUs with my PSU?

Tried to OC my CPU and GPUs at a time but never at the same time to try out what they can do. So far, I managed my CPU to OC to 4.3ghz @ 1.285v and would like to get it to around 4.4 or 4.5 at around 1.3v+ and my GPUs at 1100ghz @1125mV-ish( I forgot the exact numbers but around that number) and would like to push to 1150mhz on both cards.

So, again, can my PSU handle it? Thanks.

I love free stuff.

GTX 970 with pseudo 4gb vram at pseudo 224gb/s at pseudo  256-bit with 56 ROPs (corrected from 64) and 1.75mb L2 cache (corrected from 2mb).

Your current psu is fine for that.

yes your PSU has still a lot of headroom to allow max overclocks on those parts.

Its not exactly a lot of headroom but enough headroom to overclock nicely.

So.. what do you think about my voltage on my CPU and GPUs? I think I got a bad overclocking chip, I've seen greater OC with even less voltage than mine, so.. is my PSU enough with my current CPU voltage? Can I pump more voltage up to 1.3+ at the same time with my GPUs?

280x is 250 watt.

But it sure uses quite bit of power. http://www.anandtech.com/show/7400/the-radeon-r9-280x-review-feat-asus-xfx/20

Surprisingly my 7970 ghz has a 300 watt TDP and its the same exact card

You should be fine as long as you dont try to overclock it to 7 ghz. As for overclocking potential its all dependent on how good the silicon is made. Every chip has different overclocking potential. I have a friend that overclocked is 4790k to 4.7 ghz at stock voltage. Amazing chip. But I also find people who cant overclock past their stock speeds no matter how much voltage he threw at it. As for GPUs I have overclocked both my 7970s to 1150 on the core and 1550 on the mem. On stock voltage

Keep in mind those are numbers for total system power draw and not a standalone card.
