It's gonna be about 6 months before I actually plan getting the 970 or 980.

Lots change in six months. And if you have a need, it's always better to buy now rather than go without. Similarly, if you don't have a need, it's always better to buy later. What's your total budget for the build and the whole build? Go based on that.

Do you have a microcenter near you? That makes the intel CPU much cheaper and opens up a lot of different things.

Buy all at once or  not at all. Buying in pieces is silly, because you wont be able to make use of the CPU's strength unless you have a good GPU, and vice versa.

This is what I would do. It's a bit over budget (by $15.92), but I didn't include rebates so if you do count those then it gets even cheaper and below budget. It has everything you could want for 1080p 60hz gaming. The GPU is slightly worse that what you want, but so much cheaper and still capable of maxing everything on 1080p @ 60hz (except newly released UBIShit because nothing does that). Alternatively, you could go with a locked i5 and a GTX 970. Your choice. Here's what I would do though:

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor  ($219.99 @ SuperBiiz)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler  ($30.99 @ SuperBiiz)
Motherboard: ASRock Z97 Anniversary ATX LGA1150 Motherboard  ($88.99 @ SuperBiiz)
Memory: Team Dark Series 8GB (2 x 4GB) DDR3-1600 Memory  ($57.99 @ Newegg)
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive  ($51.99 @ SuperBiiz)
Video Card: XFX Radeon R9 290 4GB Double Dissipation Video Card  ($249.99 @ Newegg)
Case: NZXT S340 (Black) ATX Mid Tower Case  ($65.99 @ SuperBiiz)
Power Supply: EVGA 600B 600W 80+ Bronze Certified ATX Power Supply  ($49.99 @ NCIX US)
Total: $815.92

edit: and alternatively, you can go with a locked i5 and a GTX 970, which will currently perform better in games, but most people go through 2 GPU cards in the course of a single CPU's lifetime, which is why I'd still pick the first build if you're gaming at 1080p 60hz, but this is better now for 1440p or if you have a 144hz monitor:

That one is nice but it is over what I know I'm gonna have to spend on a build.

What do you like in a case? I picked the S340 because it's the best budget friendly case that can still look awesome. It's largely preference once the case has the desirable traits like good air flow, dust filters, cable management, and support for the hardware you're putting in it.

One of my favorite ultra-budget cases is the Rosewill Challenger because it has all that (minus a dust filter for the front intake, but it's a fine mesh so it's not too bad) including 3 fans for only $40 depending on what the sale is (there's usually one). The Fractal Design Core 2300 or 3500W used to be another of my favorite choices because they also sometimes go on sale for way cheap, but I don't think that's going on right now.

The NZXT Source 210 is a good budget case (not the Elite version or windowed version, that's too expensive for what it is), but it only has one rear exhaust fan, so you'd have to get another fan as an intake, which brings it into Rosewill Challenger area (which IMO is better than the Source 210) if the Challenger were on sale, which unfortunately right now it's not, and neither are the Fractal Design cases I mentioned earlier.

That's one reason I chose the tesseract. I can put an intake fan in the front and 2 in the top. It only sales for $30.

Yes, but it doesn't INCLUDE those fans. It only comes with 1, just like the NZXT Source 210 and costs about the same. It isn't a bad case, and looks like it has sufficient cable management options. If you like it, go for it, but keep in mind you can only put one 120mm fan as an intake at the front, and it doesn't come with that fan.

why not http://pcpartpicker.com/part/amd-cpu-fd8350frhkbox instead of  a slower i5 ...it's also cheaper

1) That platform is at least as expensive as the locked i5 CPU due to the high cost of a motherboard with sufficient power delivery.

2) The FX-8350 is SLOWER than the i5 (even an i5-4440) for gaming. By a ton. Like, 40% slower. It is better in fully multi-threaded tasks like rendering, but other than that, it's not better than any current i5 CPU.
