Your DRAM frequency (800MHz) is doubled because DDR = Double Data Rate so you are getting 800x2 = 1600MHz speed on your RAM.

Your cache clock. If you look in the BIOS you'll see CPU multiplier and Cache multiplier. Yours is set at x38. Has nothing to do with your memory speed. If your RAM is rated at 1800MHz but it's only coming up as 1600MHz in CPU-Z make sure the XMP profile for the RAM is loaded within the BIOS, then check back with CPU-Z.
