There are a couple of things you can do to determine where the problem is.

 

-Play around with the settings, maybe some config is off, or not completely supported.

-Try GeForce Experience for a better game optimization.

-Update your drivers, or roll back to older drivers if you are already on the latests ones.

-Check your temperatures, hardware doesn't work properly if it's overheating.

 

Also, don't create 2 threads, stick to one only.

Have you tried forcing vsync from Nvidia control panel instead of doing it in game? Btw. gl with refund. They are almost non-existent in world of digital gamecodes.
