What governs your internet connection?

Yes I want the definitive answer. What is the limit to the speed of the wifi in my area? Is it the ISP or is it my router?

Depends.  If you are close to wired connection speeds while next to the router, then it's the provider.  If the speeds are lower, it's the router.

Maybe the phone actually.

Probably router and phone if you're not using 5 GHz band or something

Your ISP is responsible for the speed between your internet and your router/AP. Your WiFi (or ethernet or powerline) is responsible for the speed between your router and your computer/tablet/smartphone/etc. The slowest is the limit (=usually the ISP, unless you have very fast internet combined with really old/slow WiFi equipment).
