Is it okay to change my ip to one in US to but games from origin in $ or it's illegal !?

It depends on your local laws. As far as I am aware Origin doesn't have anything against it (although I never read through the whole legal thing either), and I am pretty sure US law says nothing about this.* I highly doubt your local laws would have anything against this though.

* - Full disclosure, I am not a lawyer

Well.. havn't heard of any having their games removed. I don't think they allow it, but they havn't been actively persueing people doing this either.
