What does this sound like?

I've been having graphics card "buzzing issues" I finally was able to upload the sound to youtube so any thoughts as to what it might be your guess is as good as mine. It's not the fans.  And I've RMA'd the card twice so I've had 3 different cards in this machine first was DOA.  Now the second 2 have had this buzzing noise.  Please note I took this recording on my phone when i was running 3d Mark and the computer is completely silent when at idle or using non graphics intensive apps. 

 

 

I think it could be my PSU is the problem not enough wattage. Or it could be coil whine if coil whine is that loud.  Idk this is bugging the shit out of me I can't game in peace. Plz help!

you will have to figure out whether its your PSU or GPU on your own

yes it can be

sometimes its quiet, sometimes its loud.

Since i've already RMA'd the card twice it's gotta be the PSU right? It sounds like it comes from the card but thats obviously not the problem if its still doing it.

Coil whine is not a fault, as the card still works just like advertised. Some manufacturers let you RMA the card for coil-whine though. It is just a thing that is a part of some cards.

I dont know much about this but this could  be caused by the fact you PSU is 70 watts below recommended minimum - for that GPU.

It would explain why he had to keep RMA'ing the Card too.

Take out the card, stress the system.
If the whine is still there; it's the PSU.
You may have to get a second GPU and shove it in there, to actually stress the PSU enough.
