RMA'd GPU still running into the same issues

I sent off my Asus 280x a couple of weeks ago and finally got it back in the mail today. However when I popped it back into my rig the screen was still entirely covered in artifacts and I could not get anything to display.

Could this be that the RMA was unsuccessful and Asus didn't properly fix it, or is this a sign that there is something else wrong with my build? When I run on Intel HD graphics I have absolutely no issues, but I have yet to try another dedicated card.

Could it be that my cables are messed up? Mobo problem? Or is it likely just a messed up GPU? Thanks for the help!

Was the cable you used for integrated graphics the same cable you used to test your GPU?

Even if it was sorted and fine upon sending back to you, the Post guy could have thrown it for all you know causing shock damage.

Re-RMA it again if you can, email manufacturer with a link to a video showing the issues (capture with phone or something) and then link that in email and ask for advice.

Do you have a friend with a graphics card you could test quickly? There may be an issue with your lanes but it is most likely gpu.
