vpn from windows 7 to ubuntu

Can I use my windows 7 desktop as a VPN for my ubuntu based laptop, and how do I setup a vpn for use outside my network. so I can use my home pc as a server from school. sorry If this makes no sense I'm new to more advanced networking. I normally setup the hardware not the software.
