Ok, so this is what i had before:

 

AMD athlon 64 x2 5200+ 2,6 ghz processer

ATI Radeon x1950

4 gb DDR2 RAM

500 GB HDD

Windows xp first then uppgraded to windows 7

500 watt power supply

 

With this i ran tf2 just fine at max settings at about 200 fps.

 

After some time my gpu stopped working, so i got a new one.

I got the: MSI R9 270 gaming 2GB

My fps is terrible now, it's for 1 all over the place and 2 is really low. even with everything on low with chris's fps config that makes the game look like shit but gives u about double the fps and also using dx 8. i have about 40 fps, and it's very inconsistent, sometimes it's 100 fps then it's 10 fps then it goes back to 40 and it makes my eyes explode.

 

Now yes, i am aware of the fact that my gpu is getting bottlenecked like crazy and that tf2 uses more cpu than gpu and that tf2 is really badly optimazed. But how can a better gpu make the game run much worse?

A bottleneck shouldn't make it worse than it was before, right?

Did my cpu brake somehow or what?

I have no idea what's going on, but i really wanna know how buying a new better gpu made games run like shit. not just tf2 btw. i have like 2 fps in minecraft. some games however are not really affected, like payday runs almost the same, a bit worse than before. black ops runs worse. half life runs fine but still worse same with cs source. CS:GO is the same as tf2 used to run it just fine, not so much anymore.

 

And don't tell me something like "Update ur driver" i've already done stuff like that.

Anyway. if anyone can explain this i would be very thankful   :)       also don't ask me why i got that gpu when i have an old cpu. it's a long story  =)

This will set the game back to factory settings, while backing up your current ones. Just in case a server has changed something (not that it should be able to, but some nasties out there code nasty things).

 

go to c:/program files/steam/steamapps/common/team fortress 2/tf/cfg and find the file called config.cfg

Copy that file to your desktop (but don't close the folder)

Go to steam, right click on TF2, then click properties

Under the general Tab, click on "Set Launch Options..."

In the text feild type "-autoconfig" (without the quotation marks)

Launch TF2 and check how your FPS is doing

If you've rebound buttons or changed settings, now's the time to put them back.

 

If your FPS is fine now, remove all the text from the launch options (or every time you launch tf2, it'll undo your settings)

If it hasn't made a difference then the client is not the problem. You can now restore the config.cfg file and move onto the next possible solution.

 

Edit - This works for ALL source games.

 

Edit2 - After re-reading your post I'd like to point out that TF2 isn't badly optimized, it's actually amazingly optimized, Though some of the hats have too many polygons and particle effects on them can be graphics card killers)

There are two lanes, and if one of them is filled, the other car can't get to the off ramp.

So that car sits there until the other one moves, making room for the other car.

If one car can't move, other cars cant.

That is why a bottleneck makes games worse than if you have a worse GPU that isn't being bottlenecked.

So here's the Deal

Your system is an older one. Your CPU is definitely bottlenecking your GPU.

However, even if your CPU is bottlenecking your GPU, you should have AT LEAST the performance of your old GPU. So that's not the problem.

 

The problem here is your platform; your CPU relies on a platform with a southbridge that only supports PCIE 1.0 (Maybe 1.1, but that's as far as it goes.)

Even though the theoretical bandwidth of PCIE 1.0 shouldn't be that much of the problem, I suspect that something else in the link (perhaps some functionality instead of bandwidth) it's keeping your GPU back.

 

The reason that I think this is because when I upgraded my Radeon 1350XT to a HD5570 on a PCIE1.0 board, that performed WORSE across the board, despite having a good CPU at the time (Q8400), the only difference otherwise being the PCIE1.0 link

 

Either way, it's time for an upgrade.

Minecraft most likely runs like shit because it's based on java and it likes a lot of everything. You could try optifine mod and decrease settings a bit? I don't know minecraft tricks like I do for source.

As someone who has personally dealt with bottlenecks on several occasions in the past and as recent as a few months ago, i think my claim was fairly justified.

Whether or not it is technically right in all or any cases, could be a different story from what i have seen personally.

Whether or not i was actually right is next to irrelevant, but as far as i'm concerned i was.
