post count shouldn't really matter, as long as the person is actually trying to get help on something, help them. Unless of course it's obvious a troll/spammer just report it and the mod staff will take care of it.

Well to be honest. I have always liked linustechtips. However i have never felt the need to participate in a forum. I joined the forum because of the giveaway, and found myself reading and posting in the forum every day now. 

I don't have anything against it. Why should you? 

The amount of posts does neither say anything about the quality nor the importance about the post. 

Just be happy we got new members. Yes it can get annoying from time to time, seeing newbies always posting the same questions - but just be happy you get to see more opinions on the forum!

It all depends what the content of a post is. I don't care if the person that posted a legit question or topic has just a few posts. But with a giveaway like that its always normal that a few spammers post. Don't worry they will go away.

Off topic posts don't count towards your post count. If it did, I'd probably have at least 3000 by now lol.

Just remember that everyone starts off new and inexperienced on the forum, and it's the job of the more senior members to guide them to becoming good forum members. Making a thread complaining about other threads won't achieve anything - if you want to reduce the number of poor-quality threads on the forum, go onto them and either help the member or encourage them to improve their posts (constructively please).

If you're talking about actual spam rather than poor quality content, please report it for the moderation team to deal with as they see fit.

I understand that low post count isn't attractive, but everyone has to start somewhere when they find a new interesting forum. We shouldn't consider post count an important thing, and choose quality over quantity, or else you get things like people posting twice in a row instead of editing their first post. Post padding is a thing on many forums and it causes threads to look like a long mess.
