Pretty much every game client is 32 bit ATM, only a handful that aren't

That is ridiculous, games that I play have all been 64-bit. Then again, I only play a handful of games.. Lol

The Total war series has always had an issue detecting Vram above 3Gb, Shogun 2 has this issue as well. I think you can fix it by editing the configs.

SSD 128GB Sandisk Ultra Plus as my OS drive. HDD's  1TB  Seagate ST31000524AS its OEM, 3TB Seagate Barracuda, 2x 500GB WDC Blue (RAID 0)

If it isn't working absolutely perfectly, according to all your assumptions, it is broken.

GTX 980 has 4Gb Vram.

Game is detecting 3Gb.

This was fine a few years a go when GPU's only had 1/ 2 GB of ram but really sucks now, same applies to system RAM with a 32bit client 8+GB of ram and the game can't even use it
