The graphics card renders the image. The CPU sends the gpu data required to render the image, RAM acts as a memory buffer for things the CPU is working on, and VRAM acts as a memory buffer for things the GPU is working on. 

 

Loading times are based on CPU and SSD/HDD performance, while rendering is benefited from both CPU and GPU performance.

Actualy in some games SSD makes rendering textures faster. (Arma games) because there is so big drawing distance that normal HDD just cant keep up.

Surely it's then the texture loading speed that is improved, rather than rendering (which is done by the GPU)

That would be the cause....but the effect is still an improved render speed.

Well.. it removes stuttering from the game and improving minimal FPS quite a bit so ... Yes basicaly it improves loading of textures but at the same time rendering because normal HDD is holding GPU back? If that makes sense.
