Would it be okay to PlastiDip a Intel NIC if I taped off all the chips and stuff? I mean people paint motherboards I could do it with a NIC as well right?

Shouldn't be a problem, if there's a heatsink on it just mask it off so you don't paint over that and you should be good.

PlastiDip isn't conductive. Just spray over the chips

Because plastidip is a lot nicer then spray paint. I also think spray paint has a higher chance of killing the card.

You could if you use non-conducive spray paint but not exactly a good idea to do so, paint on PCB is usually not recommended, you can however coat the PCB in plasti-dip first and then a coat a paint which will also give you the ability to peel off the paint if so desired, it'll insulate the paint from the PCB to guarantee no issues.
