A game would have to make me drool all over my keyboard in excitement for me to do it. Rarely do I preorder but when I do it's when it has a good discount and/or preorder bonuses to enhance the reasoning for purchase.

I do, if the dev has put out good games in the past. I've pre-ordered:

Watch_Dogs (it is a good game despite what people say, and I couldn't pass up the bonuses)

Arkham Knight (c'mon, it's Rocksteady. They could make anything incredible)

Tomb Raider (I'm a huge fan othe series, and I had to get it.)

I never preordered any game ... only thing I would consider to preorder is The Witcher 3.

I've literally just pre-ordered NBA 2k15 from GMG, reasoning behind it was cheaper price (I've clocked well over 200 hours in each of the NBA games on PC since 2k11 add time also for console versions) on a game that I would be buying anyway, Also the Kevin Durant bonus stuff is an added incentive.

The only games I've ever pre-ordered or will ever pre-order is Halo. I love those games too much to stop now.

ive pre-ordered a few xbox games , but never a PC game until i was GIFTED a pre-order for Borderlands pre-sequal lol
