Never heard one (XFX) but I'd take a bet at yes.

There are 2 NF-P12s in my system and I'd describe them as very quiet.

I saw one of his earlier posts, and he means the fan in his power supply.

quiet is good I just don't want to hear it while playing the games that's all :D

 

XFX Fan noise breach my headphones and keep digging into my ears ,it's annoying as hell -_-

Silent means 0dB no noise AT ALL. It's used for passively cooled components, like Passive PSUs/CPU coolers, SSDs, etc. Quiet is used for fans, coolers, etc.

The NF-P12 is actually an older design, the NF-F12 is the more evolved unit, the specs vary a little. If you are going to buy Noctua get that one or the Redux/PPC series.

On full load even a Noctua fan is audible, but is one of the most quiet of fans out there, when controlled it's pretty much granted that you will not hear it (over the sound of other components such as hard drives).

Usually I don't suggest people to buy them, while one of the top tier premium fans they don't make any sense on value at all, get decent quiet fans like Arctic F series, Rosewill Hyperboreas, Be Quiet! Pure Wings or even Fractal Design case fans, they are almost as quiet for a fraction of the price.
