Does it have any effect on performance?

No but reliability is an issue.

 

A pickup truck with 50000 miles of just highway cruising vs the same pickup truck with 50000 miles of hauling it's full payload limit back and forth through the jobsite all day long

How would you determine if an AMD card has went through mining? :o

No, but it is very likely that it will fail or artefact after a couple months (possibly years if you get lucky).
