My cpu - FX 8350 , When i oc it at any speed - 4100,4400 on AMD Catalyst in watch dogs the fps drops from ~40 to ~20 Fps. Why it would do this?

Watch Dogs runs like a fat whore on crack, but there was meant to be a big patch to help fix stuttering. Anyway, try playing another game, see if it happens..

 

Also, that aftermarket cooler you have isn't exactly a good choice for OC'ing an 8core chip. Check your temps too.

Well without ocing the game runs smothly for me. Everyone is talking about this 212 evo or something. Is it good?

If your chip is overheating then it would be throttling resulting in the drops, though if you're trying to run the game at settings that aren't optimal for your system then that would cause it too.

It's a good, cheap air cooler for the price. The 8core chips run a lot hotter than a quad, so i wouldn't personally do any OC without an AIO liquid cooler, or a high-ish end air cooler in the $50+ price range.

Your board and that tiddly little cooler is probably throttling the VRM that board ain't designed with overclocking in mind.

 

Monitor CPU frequency and you'll see it fall to 1400mhz.

This is the cooler he has, only a slight improvement over a stock cooler, i personally wouldn't bother OC'ing much on it tbh, let alone an 8core...

Its either too hot as stated above or the overclock isn't stable OR the game simply doesn't like your overclocked CPU although I doubt that as mine works just fine and my CPU is overclocked.

watchdogs is simply awful on pc. but temps could also be your problem

The symptoms seems like your VRM's are overheating, as a result, throttling your CPU down.

The AsRock 990FX Extreme3 uses a

 

which is not recommended on use with the FX 8-Core CPUs -- especially if you are overclocking.

4+1 simply can't handle the extra power an overclock FX 8-core needs.

It is typically to have a 4+2 as a minimum, and 6+2, or 8+2 is ideal.

It also doesn't do much good when all there is a tiny heatsink over the VRM's *trying* to keeping them cool.

 

The 970 chipset based AsRock 970 Extreme3 has a similar situation, and there have been records of:
