Is $90 good for a R9 270?

Tell him you want to test it first, run a test for about an hour or so on 3DMark and if it doesnt crash or artifacts I would say buy it.

I might do that except just run tests for about 25 minutes then look at the fans and noise levels to see if he used it for mining
