what is my bottleneck?

playing watch dogs and assassins creed black flag
can't seem to hit 60 fps at either of them

win 7 64 bit ultimate
i7 3770k stock speeds no HT no Turbo
noctua nh d14
evga gtx 670 ftw 2gb 1241mhz boost clock
asus p8-z68 v lx
patriot 8gb single stick of ram at 1600mhz cl-11-11-11-28-t1
ocz agility 3 120gb ssd sata III
hitachi 500gb sata II 7200rpm
psu - Thermaltake 730W SE Smart Modular with 49 ampers at 12v rail

benq gw2750hm 1080p 60hz 4ms gtg

external dac via spdif

There isn't one, if you aren't hitting your desired framerates then you need to lower the settings in your games. The 670 is a strong card but It won't do 60fps 1080p on max settings on modern games.

No that's not what I mean.

I mean that Watch_Dogs is really really really really really badly optimized for PC.

yeah i've noticed that even at putting all the setting to low

it ran at 300 fps but stuttered like crazy

even after the latest update which suppose to fix all stutters.

also the delay between my mouse and keyboard to the actual game is horrendous.

Your 670 is the weakest part, it is getting on a bit though will do ok it is due a replacement if you want to max things out

THIS. I cannot play it at 1440p  60fps on my 780ti, it runs at like 14fps however it runs fine at 1080p at like 80fps for some reason?

You can get ex-mining ones on eBay for super cheap. 

 

GTX670 to GTX770 is the same as going from GTX670 to GTX680. I.e. not worth it.

I still don't understand why gpu's are not modular with their vram's
why don't they do like opamp's where you could just replace your vram for a bigger one
or add to an empty slot
instead of buying a new freaking gpu

CPU and GPU look like your main bottlenecks. You can increase the ram to 16gb but it wouldn't make much of a difference. You can always try and overclock. 

 

Though I would suggest if you want to hit 1080p at 60fps change anti aliasing to 2x and FXAA. Shadows to medium and anisotrophic filtering to 4x. That should help you achieve the frames you're looking for. Plus it won't make much of a graphical difference as it won't significantly lower the graphical details.
