This should be a decent Media PC with DVD support, Blu Ray support and would be able to function as a normal PC brilliantly.

A 1TB Barracuda would probably have the best GB/$ ratio. And it would be quieter and just about as fast.

Looks awesome. I would make two minor changes. First I would change the HDD to a 3.5", just because it's faster, bigger and you simply have the space. Second I would think about getting a cheap aftermarket cpu cooler. This is an individual opinion, but I think the Intel boxed cooler is not that quiet.

ASUS ROG Strix B550-F + AMD Ryzen 5800X3D; ASUS 6800XT TUF; 16GB G.Skill TridentZ 3600; bequiet! Dark Power 13 850W; Samsung 860 Pro M.2 2TB; PHANTEKS Evolve X

If you're not going to be overclocking there is no real reason to get that cpu over any other, not to say that it still wouldn't be a good cpu for your purpose, just thought I should let you know. Also get a different hard drive, if it's going to be a media PC I would think you would want a lot of storage instead of spending the money on a very small speed improvement. I would recommend a Seagate Barracuda.
