should get a closed loop cpu cooler to OC or just get an SSD and use the stock cooler?

Hi, I'm planning a new build, and I Cant decided to scrap the SSD and maybe ask for one for my upcoming birthday, and get the corsair h60 or similar or vice versa, thanks

SSD will make 10x the difference a small OC would.
