AMD Drives will NOT install

I recently got windows 8.1 for my younger sister computer so that could play more games (linux gaming is pretty limited) and the computer has a Radeon HD 4800 and the auto detect didn't work so i searched for the driver and installed it and had no luck.  Ever game will run but Java games i have installed Java 7 and 6 every version in between.  if you have any thing else i could try please let me know.  Thanks for your time:)

Did you uninstall any previous video card drivers?

Uninstall all Graphic drivers, then restart. Once done just download AMD Catalyst control centre.

Uninstall all Graphic drivers, then restart. Once done just download AMD Catalyst control centre. 

I have done this, but when i install  AMD Catalyst control center it will not open because it says there is nothing it can do or something along those lines.
