Would an intel i7 860 @ 2.8 GHz bottleneck a GTX 770 GPU?

Nah you should be fine, that's actually a good CPU though, has hyperthreading and turbo boost up to 3.46GHz plus it's a quad core.

I would like to upgrade GPU because of noise levels under load and was wondering if this would be a bad idea because of outdated hardware?

Even if the cpu did limit the gpu you would still be achieving your primary goal and maximizing your system performance. Unless the cpu is limiting your current gpu you should see an improvement in fps.

 

Bottlenecks are a fact of life. Having one simply means that improvements can be made to the system. It does not mean that the system will be slow or unable to perform.

80+ ratings certify electrical efficiency. Not quality.
